Russell Avenue Trash Bins Too Full

I usually walk my dog down Russell Avenue most evenings. When he does his "business" (If you know what I mean!) I usually toss the bags into the bins my neighbors have out, especially in front of one white house, where the neighbor usually leaves his bins out longer than he should. (But I'm not complaining. UNTIL NOW!) Now his bins are always so full, I can never fit anything in there. To me, this is a community service we provide each other. Empty your bins!
